1) Open Image. We'll Be Using This Image Of Lady GaGa: (

2) Duplicate Background Image
3) Go To Effects>Distortion Effects>Ripple (
Click)
4) A Box Like This: (
Click) Should Pop Up. Match Your Settings To Mine. Click Okay.
5) Select Eraser Tool & Match Settings To Mine: (
Click)
6) Erase Around Lady GaGa's Face So That It Looks Like This: (
Click)
7) Set This Layer To Darken At 50%
8) Click On Original Background Image On Your Layer Palette
9) Go To Adjust>Add/Remove Noise>Ege Preserving Smooth. (
Click)
10) A Box Like This: (
Click) Should Pop Up. make Sure It's Set To 15.
*) Now We're Going To Begin Coloring Her
11) Make A New Raster Layer
12) Fill Raster1 With The Color #0b1c5d
13) Set To Lighten At 100%
14) Make A New Raster Layer (raster2)
15) Fill Raster2 With The Color #8704b8
16) Set To Overlay At 100%
17) Duplicate Original Background Layer And Drag It Directly Above Raster2 (should not be the topmost layer!)
18) Set To Dodge At 22%
19) Click On The Topmost Layer (this is the layer that is set on darken at 50%)
20) Duplicate That So That Your Topmost Layer Says: Copy (2) of Background
21) Set That To Hard Light At 54%
22) Done!
